Candy for using a seatbelt?

Police in Fort Mill, South Carolina, are trying a new approach to crack down on people not wearing their seat belts while driving. The police have been saying that they are tired of finding people not wearing their seat belts and them having an accident which may result in death. Their new plan is to start handing out candy to drivers for wear the seat belt, what they are given is smarties. But the people who do not wear the belts still get candy too, it is dum dum suckers. This process is to help prove to people that not all interactions with the cops are bad, instead of receiving a 25 dollar ticket you get candy. The police are finding that this is having a positive affect on the people. In my opinion I think this is a cool idea, what do you think?
